Fatal tunnel accident leads to criminal charges

A fatal accident at a tunnel construction site in Ontario has led to criminal charges against a supervisor and the contracting company involved in the incident.

Peel Regional Police announced the arrest of Joseph Di Millo, a project supervisor at Technicore Underground Inc., who is facing one count of criminal negligence causing death.

Di Millo was arrested in March after Peel police concluded a lengthy investigation into a fatal accident that took place at an underground site in Mississauga.

The incident occurred on December 2, 2022, at the intersection of Hurontario Street and Burnhamthorpe Road West, where workers were performing maintenance on a pipeline.

The pipeline burst and caused an underground chamber to become flooded with water. Joaquim Silva, a 54-year-old worker employed by Technicore, was inside the chamber when the accident happened.

Despite efforts to rescue him, Silva was pronounced dead after rescue workers managed to retrieve his body the following morning. He sustained fatal injuries, according to the police.  

In addition to Di Millo, Technicore was also served a criminal summons after being charged with one count of criminal negligence causing death.

Peel police said Di Millo has been released and is scheduled to appear at the Ontario Court of Justice in Brampton on a future date.

Meanwhile, Technicore is scheduled to appear in court on May 31, 2024, the police said in its release.
